Therefore, this research becomes a pioneer work that studies the use of the strategy and methodology of CALS and its application to the Military Engineering and Management. In this research, the current literature related to the CALS theory and practice was thoroughly collected and studied. These technical information will facilitate the future development of MIS to the associated Military Engineers. The current problems happened in the execution of military project was firstly investigated. Then, the CALS strategy that can be used in the field of Military Engineering was fully discussed. It includes: the business process re-engineering for the execution of military project modeled by IDEF0 methodology, the standardization of activities and data format; and the using of UML/Use Case to establish an information system model. A new approach which uses IDEF0 and UML/Use Case together to develop the management information system was found. Finally a practical information model was experimented and demonstrated.
