碩士 === 國立雲林科技大學 === 企業管理技術研究所 === 87 === The Mainland China's State-owned enterprises play multiple roles in the Socialistic Economic Policy.Viewing of State-owned enterprises, from Politics, it is the indicator when represent the department police. From Society, that it supply working opportunity to attract the most people from urban areas. From Economic, it is the main resource for Government revenue. There for, Mainland State-ran enterprises make any decision was very bewared. 　　Before Oct. of 1978, Mainland China had began to make reform at six province nationalized enterprises of Szechwan, although, and yet there had problems of ownership, misoperation, over social load, triangular debt and serious unemployment and so on till to now, and that couldn't amend. Facing these problems, the authority of China claimed punchy to clean up and reform to various nationalized enterprises which could get out difficulty expectantly within three years, since 1977. At reforming same time of nationalized enterprises, there will be release bulky resource of entity, manpower and access. As communion between early Taiwan and Mainland of trade that starting in 1987, but the marketable investment of Taiwanese trader began to go into Mainland actively till 1989. According to the statistics report from January to February of 1999 of Mailand Affairs Council, the money of export was 2.81 billion U.S. Dollar from Taiwan to Mainland, that growth 7.8% when compared with the same time of last year. The statistical data from 1991 to February of 1999 revealed that number of indirect investment of Taiwanese trader was 21,716, and the money attain to 13.43 billion U.S. Dollar. The investing region was concentrated in GuangDong, Kiangsu, Fukien, Chekiang, Hebei and so on, and the main line of investment were electronic and electro-equipment way, food and beverage production way, and basal metal manufacture way etc. When facing another highly degree reform that it began from 1997 of Mainland and which would release resource, what resources that Taiwanese trader should getting actively, what is the getting way, and whether had effects for manage opporunity or not after getting, and these were the goal of this research. The process of this research is beginning from understanding the forming and succession of nationalized enterprises of China, and is aimed at the abuse of China's nationalized enterprises and government policies to do paper-review with detail. At last, doing analysis what resources will be releasing from reform process, and trying to explain and suggestion about the releasing resources that will affect of managing opportunity for Taiwanese trader.
