However, in 1998, the issue of bilingual education in California has become a nationwide concern. In the June of 1998, over 61% voters against the continue of bilingual education in California. The issue is not only an educational problem, but also it is closely related with political, economic, and social aspects. Among the Hispanic , sixty percents of them are Mexican Americans. And the population of bilingual education are mainly Spanish-English. The elimination of bilingual education reveals that it is a means against immigration. This thesis intends to discuss the problem of minority group in the United States, especially those from the Central America. Bilingual education originally aimed to help those children whose English proficiency were not good enough. But why the program ended after thirty years in California? This thesis concentrated the reasons against bilingual education and its influence.
