Under these circumstances, it symbols the PRC want to engage in developing its economy instead of the confused results of Culture Revolution as to win over the people''''s support. Besides, it signifies the PRC will tie the diplomatic relations with other nations. Latin America possesses a significant status in the Third World, consisting of 33 republics and 12 colonies. Throughout the history the people''''s Republic of China, since it''''s funding in 1949, Beijing''''s foreign policy rhetoric(or what some analysts call "declaratory policy")has given high priority to China''''s relations with the countries of Asia, Africa and Latin America ~ usually referred to collectively as the "Third World ".But as the investigation shows, Latin America does not take an important role in China''''s global strategy. In other words, China does not view Latin America as important as it proclaims. Typically, China has sought to use its relations to enhance its position vis-a-vis the United States(or the Soviet Union before its collapse). Finally, due to the importance of Latin America to the international relations of the Republic of China on Taiwan, and Mainland China''''s drive to push all friendly countries to the ROC to cut off their diplomatic relations with the ROC, it is imperative to thoroughly study Mainland China''''s foreign policy to Latin America.
