Of all Taiwanese were controlled by Japanese government. Since the role of education was important under the colonial rule, the Meizi government put great emphasis on forming the organization of Taiwanese education. For this reason, ShuuziIzawa, at the height of his fame in educational world, recommended himself to NorisukeKabayama, the first governor of Taiwan, expressing his own suggestions and ambition. Moreover, he hoped Taiwan to become an experimental place of "education"tried to carry out the policy of Mandarin by using methods of "doctrine""instruction" Also, ShuuziIzawa attempted to assimilate Taiwanese by speaking the same language. Although he just served as the first minister of education about two years, he set up the guiding principals for Taiwanese education during fifty colonial years. In order to have a clear understanding about ShuuziIzawa ''s policy, the thesis is to probe into it by setting "vs. The policy of Mandarin"the main topic and "whole story and the influence of his recommendations"the subtitle.Chapter One of the thesis is the introduction. Chapter Two is to give a description about Taiwan becoming a colony of Japan because of the Sino-Japanese War, the political condition of Taiwan during the period of the first governor, NorisukeKabayama, and the procession of carrying out ShuuziIzawa''''s policy of Mandarin. Chapter Three is to discuss the whole story of ShuuziIzawa''''s policy toward Taiwanese education. At first, it discusses his education background and introduces the story of why ShuuziIzawa came to Taiwan and his policy. Chapter Four is to describe the difficulty of implementing ShuuziIzawa''''s policy of Mandarin from the time of the affair in Shizanngann to the end. Then, it also indicates the influence of his policy and the procession of Taiwanese education after ShuuziIzawa left. Chapter Five is the conclusion.
