According to Japanese Constitution, the consumer right is given with human life right. In practice, government, business and social groups are making effort to prevent consumers from dispute by government or business operators. The protection of consumers in Japan has been well-established by legislation and administrative supervision. However, after enacted for 30 years, whether the “Consumer Protection Basic Laws” is still able to solve the current complicated consumers’ issues shall be evaluated more deeply. The paper mainly focuses on the research of Japanese consumers’ issues and relevant theories, as well as reactions among government, business operators and consumers. The major findings of this paper include the importance of consumers’ issues and consumer protection. Then, three reactions of consumers’ issues are discussed from the view point of government policy, business operators’ responsibilities and consumerism. In the reaction by government policy, Japanese Consumer administrative system is described through the regulations and consolidation between central and local governments. Moreover, legislation and administrative policies of consumer protection in Japan are discussed in details here. For business operators’ responsibilities, Chapter 4 discusses the relationship between consumer protection and business social responsibility and indicates all kinds of protection policies, Chapter 5, consumerism gives an introduction of movement, objectives and future prospects of Japanese consumerism. The final conclusion states the success of Japanese consumerism due to social “bottom-up” movement and efforts by government and business.
