Summary: | 碩士 === 淡江大學 === 大陸研究所 === 87 === Taking extensively a research aspect of “Strategy and Tactics” and explaining and analyzing mutual countermeasures, the article discovers that: Since the separation of Taiwan and Mainland China, the strategic goal of P.R.C.’s “Policy towards Taiwan” has hitherto been being “Reunification,” while that of Taiwan’s is the pursuit of “existence and development”.Under these two strategic structures, in which conflicts are inevitable, there are still congenial points and chances for mutual benefit. Although an outcome of “mutual winning” is not easy to be gained, a possibility is still likely to be had we make good use of political wisdom.
As for Taiwan, its main resort is to obtain more or at least not to lose benefit than before under the cross-strait political structures in the future. As for the P.R.C., it looks for a lowest cost for the conflicts and even modernization helpful to itself while in the process of reunification.
The followings in order are the contents that this article contains:
Chapter 1: Introduction. Descriptions of the motive、goals、approaches and structures of the Research and the definition of basic concepts in this article.
Chapter 2: Discussion of the reason why “Jiang Zemin”s Eight Points” be announced. This includes: P.R.C.’s previous strategy and policy towards Taiwan, and, the domestic circumstances、international trends and progress in the task towards Taiwan before the announcement of “Jiang Zemin”s Eight Points”.
Chapter 3: Dissection of the content of “Jiang Zemin”s Eight Points”. Evaluation of P.R.C.’s attempt to announce “Jiang Zemin”s Eight Points” and analysis of its role and function in the P.R.C. political society and “environment” of the task towards Taiwan.
Chapter 4: Focus on analyzing the reason why the P.R.C changes its policy towards Taiwan and why Taipei announces the policy of “No haste, be patient”.
Chapter 5: Description of the adjustment in cross-strait relations after the third “Taiwan Strait Crisis” and analysis of its constitution.
Chapter 6: Conclusion. Focus on summing up the role and function of “Jiang Zemin”s Eight Points” in the P.R.C. political society and in cross-strait relations and the reason why the relations “develop” and “decline” after its announcement. An evaluation of the future frame of cross-strait relations is also submitted in this article. In the end of the article, recommendation for “Mainland China Policy” is brought up basic on R.O.C.’s benefit.
