In its independent foreign policy, which was officially announced in September 1982, the PRC attempted to maintain its ties with the USA while trying to improve the relations with the Soviet Union. On the other hand, it sought actively for the support from the Third World countries, even the communist countries. Therefore, the nature of PRC authority''s "independent and autonomous" foreign policy is "multi-aspects" and "all-directions". After officially announcing its "independent and autonomous" foreign policy, the PRC had actively engaged in various diplomatic jobs, and focused mostly in "economic diplomacy" and "all-directions diplomacy". Those strategies formed a whole new situation in the PRC authority''s diplomacy. However, the PRC authority had to review the nature of the "independence and autonomy" and take necessary measures to deal with the breaking out of the Tien-An-Men Square incident, and the collapsing of the Soviet Union-Eastern Europe Group. First of all, in the early 90''s, the PRC authority''s "independent and autonomous" foreign policy was mostly about "anti-peaceful transformation". It used various strategies to resist the "peaceful transformation" from the Western countries, which were led by the United States. Besides, due to the ending of the Cold War, the PRC authority got a new understanding about the New World Order. So it adjusted its "independent" foreign policy and implemented "Good Neighboring" diplomatic policy, which was more flexible than it was used to be. The most important thing for it to do in the beginning is to strengthen the interaction and cooperation with other Asian-Pacific countries. In recent years, the PRC authority has expanded heavily its diplomatic ties with "Strong Countries" and established the so-called "strategic partnership" or "partnership" which is similar in its meaning. On the other hand, it enthusiastically takes part in many international organizations and several important multilateral meetings. From those actions we realize that the PRC authority has a very strong intention to be a part of the "strong powers" in the world and then lead the order of the international politics and economics.
