Summary: | 碩士 === 東海大學 === 政治學系 === 87 === After World War II, there are two characteristics about economic sanctions. First, the number of economic sanctions is numerous. Second, the evaluation of the economic sanctions' utility is tended to be pessimistic. It seems to be very paradox and confuses us. The thesis thinks it is limited to figure out the paradox, if we just explore the utility of economic sanctions as a tool of foreign policy. Therefore, the article uses macro level of analysis-International System, to study economic sanctions. It compares the Cold War and Post-Cold War's international system affecting the United States' economic sanctions, and takes United States vs. Cuba and UN vs. Iraq for example to demonstrate the relationship between international systems and American economic sanctions. In fact, there is always a relationship of strong country vs. weak one, no matter in Cold War international system (bipolar) or Post-Cold War one (multipolar). The Implementation of economic sanctions is to be said "strong country's privilege". Using international system level to analyze economic sanctions, We'll find economic sanctions is meaningful as some kind of strong countries' strategies in different international systems.
