碩士 === 東海大學 === 公共行政學系 === 87 === This thesis attempts to analyze the problems of educational budget based upon the theory of performance management in the level of local government under the jurisdiction of Taiwan Provincial government. The purposes of this research are: firstly, to evaluate the outcome and performance of educational budget in the local government; secondly, to formulate systematic educational strategies through the SWOT model following the establishment of educational performance indicators. This author approached this subject on the basis of quantitative and qualitative analysis. The former conducted systematic analysis of statistics, i.e., multiple correlation and multiple regression analysis; the latter is emphasized upon the selection, assessment, and design of strength(S) and weakness(W) as well as opportunities(O) and threats(T) for educational departments in local governments. This thesis concluded that educational budgetary system in Taiwan should be innovated to construct a performance-oriented and outcome-oriented educational budgetary system.
