According to the literature and interviews with the CEO’s of foundations to discover the ethical issues of Nonprofit-Organizations in Taiwan. (2). To probe into the differences of perception and practical acknowledge of “organizational ethics” in different types of foundations. (3). To probe into the differences in perception and practical acknowledge of “organizational ethics” in foundations of different levels (sizes). The researcher, based on a literature review and survey report, composed several questionnaires. 520 questionnaires were mailed to the subjects which were registered foundations in Taiwan. 131 were retrieved, with an effective response rate of 25.2%. It was found that: (1). The difference between Taiwan foundations’ CEO’s perception and practical acknowledge of organizational ethics is extensive, and most Taiwan foundations ignore the importance of organizational ethics. (2) Foundations have two major ethical shortcomings today: lack of “board and organizational structuring” and lack of a “principle of being fully informed”. (3). In varying types of foundations the CEO’s perceptions of organizational ethics will influence foundations practical execution of organizational ethics. (4). There is no significant difference between distinct level (size) foundations in their “CEO’s perception of organizational ethics” and “the degree of Foundations’ practical execution of organizational ethics”. (5). There is some correlation between foundations’ practical execution of organizational ethics and Foundations’ operational difficulties. (6).
