碩士 === 中國文化大學 === 建築及都市計畫研究所 === 87 === The Linkou New Town has been developed for nearly three decades and has been characterized by fine planning quality but slow pace in progress, due primarily to lag of physical structure development. Through retrospection to literature, investigation and analysis, the study will look into contents of planning, development process as well as variation of physical structure development. Through such efforts, it will probe into subjects of substantial construction and, in turn, work out countermeasures of improvement. In terms of neighborhood constructions, the life-oriented facilities are generally insufficient, significantly inconveniencing daily life. In community facilities, for instance, insufficient junior high schools, underdeveloped community supply centers. In the city-wide facilities, general senior high schools and city area streets are not in a sound shape. In inter-city connections, the shortage of external linking and mass rapid transit systems are pending for improvement. All these problems result primarily from lack of organizations of uniform powers to effectively carry out the new township constructions. To make physical structure development of Linkou New Town timely living up to urban development, the in-phase development plans shall well reconcile with local neighborhood units so assure sound local neighborhood development. In development, the government is advised to set up as soon as possible designated organizations of uniform powers and authority to work out and release statistics of the Linkou area development in appropriate intervals. Through such efforts, the Linkou New Town development will be brought under sound supervision and control to strengthen life service oriented facilities, improve in-city transportation. It is also advised to set up the 2nd Linkou Interchange, build mass rapid transit systems to help future development of Linkou New Town.
