The study uses the method of mother group general investigation. In this study the teachers who are taking the teaching work of Primary 5’s Chinese Language and Mathematics in the 92 primary schools of the whole Taitung Hsien and the students of the respective classes of the teachers, are chosen as the survey samples. After collection of the questionnaires, we have got 80 classes, 80 teachers and 1,572 students as the survey samples. The survey information and tools of this study include three parts: “Survey of Teachers’ Basic Information,” “Questionnaire about Teaching Effectiveness and Belief of Teachers,” and the teachers are asked to fill in the “Students’ Basic Information” and “Survey of General Test Results of Chinese Language and Mathematics of Students for the Academic Year of 1997” according to the Records of Guidance for Students and the students’ academic reports. This study uses the total marks of Chinese Language and Mathematics to test the academic achievement, and takes them as the targets of teaching effectiveness. The statistical analysis to be undertaken mainly takes students as the analytic units. And from the questionnaires filled in by the teachers of students, we obtain the relevant variable information about teachers. Over these information we carry out statistical analysis by ANOVA or Chi-square, multiple regression and path analysis for discussion. The main findings in this study are as follows: 1. Before the control of any variable, regarding the academic achievement of students taught by teachers from different training models, the students taught by teachers from training class of relief teachers have got the highest academic achievement. The order in sequence is teachers of physical education institute, normal institute, primary school teachers’ training class, normal school, acting teachers, teachers’ college, and the students with the lowest academic achievement are taught by practice teachers. The students with obviously higher academic achievement than those taught by teachers from teachers’ college are the students taught by teachers from training class of relief teachers, normal institute, primary school teachers’ training class and normal school. The students with obviously lower academic achievement than those taught by teachers from teachers’ college are the students taught by teachers taught by practice teachers. 2. Findings after the control by adding the background variables of other teachers and students and the intervening variables: Among the students taught by the teachers from different training models, there is only an obvious difference between the fact that “the students taught by physical education institute have the academic achievement higher than those taught by teachers from teachers’ college,” and the fact that “ the students taught by practice teachers have the academic achievement lower than those taught by teachers from teachers’ college.” When comparing the academic achievement of students taught by teachers from other training models and those taught by teachers’ college, the difference in between not only decreases, but also becomes not so obvious. 3. Apart from the teachers from physical education institute and practice teachers, the difference of academic achievement among the students taught by teachers from different training models and teachers’ college, is mainly created from different factors, such as the number of years in the training, the sense of personal teaching effectiveness, the sense of general teaching effectiveness, etc. Among them, the number of years in training has a negative effect towards the academic achievement of students, and the sense of personal teaching effectiveness and the sense of general teaching effectiveness have a positive effect towards the academic achievement of students. 4. The seniority of teachers from primary school teachers’ training class is longer than those from teachers’ college, the number of years in training of the former is less than the latter, the sense of personal teaching effectiveness of the former is stronger than the latter, and the sense of general teaching effectiveness of the former is also higher than the latter. All of these are helpful in promoting the academic achievement of students. 5. Cultural capital theory is more suitable in explaining the teaching effectiveness of teachers, who are from different training models, teaching at the primary schools of Taitung Hsien. It refers that the training models of teachers at schools, as emphasized by human capital theory, have no obvious effect towards the academic achievement of students. The real affecting factor is the working experience represented by the teachers’ seniority. And the academic achievement of students taught by teachers from normal schools and normal institute, where the admission screening is always regarded as stricter, does not appear to be better. Therefore, the screening theory cannot receive the support. Based on the survey and findings, this study also proposes some relevant suggestions which can be a reference for the drafting of government policies and the future researches.
