In this research, the model of junior-high-school LTC planning and the renewal model of junior-high-school LTC planning both adopt the system pattern as the framework of vertical and horizontal development. There are four stages----- Planning, Designing, Constructing, Assessing for both models. According to the results of the research, some suggestions are made as follows: 1. There is an urgent needs to set the standards of facilities and equipment of junior-high-school LTC. 2. The planning of LTC needs to involve with all the people concerned to cooperate. 3. The planning of LTC needs to take the advice and suggestions from the teachers and the users. 4. It''s better to integrate the local features, the school needs, and LT teachers'' experiences in the following development of LTC. 5. The model can be used as a reference in developing junior-high-school LTC.
