A conventional dispersion model, industrial source complex short-term (ISCST3), was first employed to simulate the total suspended particulate (TSP) or particulate matter less than 10μm (PM10) concentrations in the air. To obtain a better simulation for ISCST3 analysis, a compilation of emission source inventory for Hsinchu County has been simultaneously conducted as well. A six month monitoring project was also performed to examine the applicability of the proposed methods. Based on the result of a co-proceeding CMB analysis, necessary corrections was taken to improve the ISCST3 simulation capacity. The simulated results were then compared with the measured values and reconciled form both the dispersion and receptor modeling efforts for making control strategy decisions. It has been proved that significant errors could further be utilized to identify and to quantify impacts of the sources contributing to air quality at a specific monitoring site.
