It indicates that the manufacturing center is the highest working style the foreign business in Taiwan , the next are marketing center, professional services center, human resource training center, and research & development center. It includes politics, economic, lawsuit, social factor and human resource quality in the external environment. There are network system, competitive culture, continuous improvement and local responsive competencies in organizational core competencies for foreign business in Taiwan. Two main crash in the entrepreneurship are financial benefit and business competition under the financial turmoil. There are three types of business strategies in this study, which are growth strategy, stability strategy, and retrenchment strategy. In human resource management implementing, it involves human resource management competency and human resource management effectiveness. Beyond the crash of the financial turmoil, it shows Japanese in nationality, manufacturing center in industry type, and small business run stability strategy beyond the financial turmoil, however large business run growth strategy. In the HRM implementing, large business fulfil more higher degree than small business. Industrial technology industry has higher level than manufacturing industry in HR implementing including HRM competency and HRM effectiveness. There is not influenced in HRM competency and HRM effectiveness by the financial turmoil, however the financial turmoil will directly and significantly influence the HRM competency and HRM effectiveness through growth strategy, manufacturing center, professional service center. The HRM competency and HRM effectiveness are directed effected by the business strategy, especially when entreprenursip adopt the more growth strategy ,then the stronger the organizational capability, and it would emphasize the HR implementing. As result of this research implies that the entrepreneurship would hold the competitive advantageous, it should fulfill the advantageous human resource, devote to use the organizational competencies with the working style, and strengthen the HRM competencies and HRM effectiveness.
