Summary: | 碩士 === 國立中山大學 === 人力資源管理研究所 === 87 === In recent years, the bank industry face the challenge existed in inside and outside environment. In the future, the key points of successful factors which the bank industry is affected by are strategy, system and staff. Bank A developed her ‘business process re-engineering’ since 1998 and hoped to lead up to ‘I information System Of Human Resource’ based on WEB so as to be the first step of re-engineering. So bank A accomplished her Intranet and transformed to Microsoft NT network on her each branch by the end of 1998. And then, in March of 1999, she started to plan and develop her Information System of Human Resource. In July of the same year, E-Service Operation Center was instituted and 差勤管理system — parts of Information System of Human Resource was inducted into this bank. More than 80 branches concurrently deploy this system on Intranet as a tool of management.
Inducting Science and Technology is treated as the resource of power to reform the organization . Since 1998, the researcher has begun to participate with the task force of business process re-engineering , meanwhile proceeding to plan and develop the Information System of Human Resource in the way of action research. During the case study, the researcher , as a user, integrated the manner of human resource activities of bank A and joined with the development of this information system, and helped bank A inducted this system. After planning and developing with Information System of Human Resource, the researcher comprehends:
I. In the experience of planning and development of Information System of Human Resource:
1. The key point of planning this system is to versus the management philosophy of enterprise, the future vision of development, the core of operation and to response the service delivery to enterprise, then to integrate the manner of Human resource in every fields.
2. To develop the Information System of Human Resource, not only to concern the consistence of information technology, but also to match the steps of ‘stage transit’ of enterprise re-building to induct each subsystem of Information System of Human Resource
II. As the power resource of reformed organization by inducting Science and Technology :
The induction of Science and Technology affected the enterprise’s working process and impacts the staffs in the organization. Therefore we should note:
1. Integrate, adjust and design working process before applying new science and technology. Especially in the Information System design based on WEB will cause end-user’s working process operation pattern named Point of Work(POW) with the character of ‘就源輸入’. This will impact the current management.
2. To transform the new Information System from old one, in addition to the change of working process, it’s not only ‘data structure’ and also contains ‘data content’ and ‘data re-produce’. Above mentioned are all the important factors of achieving reformed organization and re-build enterprise from the view of Information System.
3. The declaration , participation and support from high-level supervisor will affect the result of inducting Information Technology to be success or failed. Especially the high-level supervisor plays a role of promoter to reform on the inside.
4. The educational training is treated as an important connect channel for a reformed organization. However, the recognition of inducting this system from investigating Information System and the designer, the design of educational training materials from the user’s standpoint and the respected feedback opinion of the participants are the key points of ensuring the organization reformed to success.
