Simultaneously,it also analyzes what it would be as this experience was put into effect in the background of economic , political, and social change . Finally , it gives conclusions and suggestions to the subject emerging from the developing experience, which was evolving into localization, of Taipei County in education. Viewing from the process of local educational development in Taipei County, two subjects was concluded: the one is You Ching''s solution to the two-edition teachings and running for exclusively self-decision of personnel; That is ,to erase any disadvantages factors in this system; the other is the educational policy applied to surpassing the educational limits for a county: that is ,the set-up of complete high school ,application of open education and the preparation of county-university. According to the history of process during 1989-1997 in Taipei County, it shows that educational development can be creatively designed after these disadvantageous factors in educational system was erased, and the formation of this development configuration was composed of local requests, governvor''s viewpoints and inducement of environment. In the process of studying pushing local educational development in Taipei County, we conclude some discoveries and suggestions as follows. 1.Chief of the county should possesses more entire power personnel and be quite responsible for local education. For a local supervisor of education department manages all kinds of things relating to education in his sector, what he does will be deeply affective. If the local government can decide its personnel at free will, it can employ people by its own guideline and it can bring positive effects to coordination and development of educational affairs. Also, once chief of county himself selects the chief of educational bureau, co-responsible for the policy-running, it will comply with the principle of equalization of power and responsibility. 2.Educational policy of county should establish a system of supervision and restriction so as to confirm the desirability of any policy. As education is processing toward localization, enactment of policy must take note of it, so it is urgently necessary to look for one system of supervision and restriction to make decisions of local educational administration desirable and suitable. 3.Government of county or city should take local conditions into consideration and use and transfer them. There are advantageous and disadvantageous conditions in the development of local education, and the method Taipei County applied is to use the advantageous and transfer the disadvantageous. To sum up, this research offers practical experiences and suggestions to Taiwan''s development of local education through its investigation in the process of development of local education in Taipei County.
