Since the rapid development and broader application of information environment and technical in the filed of military, the types of IW are totally different from the conventional warfare. The timing, battlespace, and strength of IW are not clear and definitive so far. Normally, IW can been recognized as a strategy, a tactic, or a weapon. In past, the utilization for tactics has not been recognized well when the new equipment invented. Therefor, one utilizing the new weapon effectively will gain the dominance of the battle filed beyond the one who had the same quality and amount of new weapon but cannot utilize well. For example, The German woned the war in early 1940’s. Due to the excellent military decision-making process and doctrine, it is the key point that the construction of a well military decision-making process and doctrine for the new generation military force is urgently required. The current Military Decision-Making Process (MDMP)[1] is no longer valid for IW strategic development. However the information operation planning process which described in FM-1006 (Information Operations) is still leaking of the details about the methodology of how to conduct the mission analysis. This also will be the conspicuous point of IW problem-solving. The aim of this thesis is presenting an Information Warfare Military Decision-Making Process (IWMDMP) applied at any levels of command channel. The proposed IWMDMP has several advantages including of : 1. Extend the issue of IW from the theoretical research stage to practical execution stage. 2. Deduce a reasonable and practicable mission analysis model of MDMP for IW. 3. Setup a base stone of IW tactics and strategies development. [Keywords]: 1. Decision-Making. 2. Information Warfare. 3.
