Because the military strategy is vital to national security and military strategy education the cradle for high-ranking officers of the Armed Forces, military strategy is obviously important. The purpose of this article is to find out the problems concerning military strategy education and the corrections of them.
It is therefore necessary to acknowledge the essence of military strategy and establish a theory or model before the said purpose is achieved. Based on the theory, the problems and the causes of current strategy of the Armed Forces will be detected and the solutions reached. Thus we are able to put our finger on the problems of the military strategy education of the Armed Forces, and make necessary corrections.
Guided by the above-mentioned conception, the author is searching for an integrated model for strategy management. Comparing the model with the current military strategy, the author has detected two problems as follows:
1. the lack of a valid policy-making thought process;
2. the lack of an integrated strategy.
During the research, the author has reached the causes as well:
1. the failure of directing the military strategic units by the national strategic level;
2. the failure of developing a systematic acknowledgement for strategic arts by the national strategy education.
There is at the same time another finding that in terms of national strategy, a big difference exists among the "policies" by various parties due to the lack of a consensus on national objective and interest. Thus, the parties conflict rather than compete with each other; and election tactics replace party ideology. Consequently, there is a lack of rational thinking and strategic arts in the national strategic level as happens in the military strategic level. Inevitably, there is no valid guidance for the military strategic units.
The comparison of the strategy education of the US, the Chinese Communist and the ROC indicates that the Chinese Communists has set up a university for national defense. The devotion of the Chinese Communists to strategy education and its progress is note-worthy.
This paper submits two suggestions:
1. to establish an agency of academic research on national strategy;
2. to shift from pragmatism to theory development in terms of military strategy education.
In view of the suggestion #2, the author recommends methodology and research method as foundation and the current strategy as research objective so as to gradually develop strategic theories and establish systematic acknowledgement for the strategic arts.
