In the planning program, we have to consider not only every planning sphere that exists between stock and flow, but also notice the long-term organization development of manpower changing. While, nowadays in planning program of manpower structure our armed force adopts experience rule, which depends upon the manager''s subjective judge and past experience to decide the inquiring manpower resource and manpower structure. As lacked of theory base, it is easy to lead to intuitive judge error. In manpower planning, to the problems of manpower structure many domestic and foreign scholars had submitted few theory models of planning. However, as these theory models were constructed by mathematics functions, armed force planners conducting manpower planning hardly understood these mathematics procedures and used to discard them. This research takes a manpower planning model suited for today''s armed force and a program language to design a operable Decision Support System (DSS) fitted to armed force manpower planning department. The manager just inputs the inquiring manpower policy to this system, and it comes out the result. Then the manager could know the manpower management effect affected by policies to decrease the manmade intuitive judge error.
