Summary: | 碩士 === 國立嘉義師範學院 === 國民教育研究所 === 87 === Employment system of teachers for elementary schools is important in recent education reform. This study focuses on investigating basic concept and current situation of teacher employment. Tasks for this study include: (1) Committee of Teacher Selection and Education (CTSE) organization; (2) task and operation of CTSE; (3) selection and tenured of teachers; (4) right and duty of teachers.
To achieve the objective mentioned above, this study includes literature review, comparative study and questionnaire study. Research structure is organized based on theoretical study and relative investigation. Also, current employment system of teachers for elementary schools in Taiwan, U.S.A, and U.K. is studied. Questionnaire of employment system for elementary schools is organized and proposed based on profound of experts in the field. The study includes the opinion of 1793 teachers from 154 elementary schools and 154 parents of elementary school students, which are randomly selected in seven cuties. Conclusions obtained from this study are as follows:
1. Organization of CTSE (Committee member of CTSE includes representatives from administrative group, teacher group, and parents of students.): (1) Most of survey agree that principal of elementary school is qualified committee member of CTSE, while community representative or education representative were not considered as qualified committee member of CTSE. (2) Teachers representative of CTSE is selected based on number of teachers in different groups. (3) Selection committee member of CTSE, is considered as open and fair. (4) Most of the teachers are unwilling to be committee member of CTSE, because a. teachers are busy with teaching work; b. success of CTSE is consider warranted; but blame is coming if operation of CTSE is not successful; c. the more hard working is , the more mistakes are.
2. Task and operation of CTSE: (1) Committee member of CTSE understands task of CTSE. (2) School administrator and teacher association seldom affects decision-making of CTSE. (3) Teachers are permitted to state their opinion of if suspension, dismissal, nonrenewal occur. (4) Teachers can’t accept for finalists must make a recommendation to the principal. (5) Comparison of old and new employment system, CTSE is better in selecting teachers than old system. however, CTSE is not good in eliminate teachers of incompetence.
3. Selection and tenure of teachers: (1) Most of teachers are doubtful of new employment system. (2) Writing the job vacancy announcement and advertising the position. (3)Approximately 50% of the teachers don’t know the information of job vacancy; education authority should announce the information in a proper way. (4) Selection criteria of classroom teacher are different from subject teacher. (5) Establish interview committee before interviewing the candidate. (6) Education authority has priority to deal with teachers of Reduction in Force, and to rank teachers in order of seniority. (7) Tenure contract is appropriate to be limited to 5-6 years. (8) CTSE is not good in transfer of teachers compared to old system. (9) Contract criteria shall be established based on opinion of school for cities without teacher association. (10) Education authority must provide service to teachers for selection process, including: a. provides information for job vacancy and selection; b. establishes selecting teachers’ center; c. provides brochure about information of employment system.
4. Teachers’ right and duty: on the whole, right and duty of teachers are considered as reasonable and satisfied.
According to results of the study, some suggestions are made for education administration agencies, elementary schools, and future studies.
