While the Packet Switching Data Network stays behind as the secondary. How to maintain the various Banking Network Systems has shown its high complexity and great difficulties. To improve those efficient banking networks facilities are important issues for the time being. The other important reasons for enhancing Banking Networks are those challenges facing globalization and privatization, high expectancy of enrollment to GATT and WTO, and swift changes of environments affected by the preparation of Asia-Pacific Regional Operational Center in Taiwan. To compete with those competitions shown above, the Banking Organizations are in great demand to implement high efficient Data Communication Networks. Through intense study of the global developments of Data Communications, the urgent needs for telecommunication facilities of Banking Organizations, and the total views on valuable analysis of international Frame Relay markets, it was truly proved that the choice of Frame Relay was quite suitable and profitable, especially in the services of the Banking Organizations. In fact, the adoption of Frame Relay in Banking Industries has not been prevalent in Taiwan. What are the real turbulence that ceased the universal operations of this communications techniques? It is understood that the adoption of Frame Relay by those Banks will most apparently be influenced by communication products quality, environmental restraints and organizational demands, etc. The main factors of inaccessibility of Frame Relay in Banking Organizations in Taiwan has been shown below: 1. The marketing methods and frequencies of visiting affects the attitudes of those Banking Organizations. 2. One of the major reasons that Banking Organizations tend not to instant implement Frame Relay system in Banking Networks operation is to concern the stability, quality of service and maintenance of the Frame Relay Network itself. 3. The serious consideration of total cost of Banking Organizations and the nature of Frame Relay concerning safety and steadiness are the other two reasons for implementation of the new network technology. 4. The conservative attitudes of the Banking Organization is the main obstacle for adoption of Frame Relay.
