However, these products cannot be used by the people with hearing impairment without special design consideration. In past decade, assistive communication technology, such as TTY, are widely used for persons with disabilities in western developed countries. However, those communication devices are unable to be implemented by our native people with people with hearing impairments, due to different language characteristics. This project, which has applied the existed telephone network, digital electronic and rehab technology, was to design a Telecommunication-Aided system for the people with hearing impairments in Taiwan. The design concept is based on consideration of human-machine interface and visual communication needs instead of audio signals for hearing impairments. The goal is to develop an easy learning, user friendly and low cost system, which has people with hearing impairments extended to an effective communication with improved convenience and independence of daily living. The design and development consists of digital telephone, visual feedback device and user interface with multifunction subsystems. An 8-bit AT89C51 microprocessor is integrated for core control. Digital telephone includes the design of speech, dial and ring circuits. In visual feedback design, six different center frequencies are set to decode telephone state signal tone. The input of user interface is keyboard with the output of LCD display, and functional control includes keyboard scan, serial transmission and LCD display. This system has been completed with telephone communication functions for both hearing impairment and normal individuals. According to the demand of people with hearing impairment, the LED and LCD display of visual feedback apparatus is substituted for telephone state tones. The dial circuit provides direct and indirect dial functions conveniently and correctly. In speech circuit, micro-adjustable apparatus of volume could reduce noisy effects at digital signal transmitting. Blinking light is attached on ringer circuit to show the input of ringer signal.
