| Summary: | 碩士 === 國立成功大學 === 都市計劃學系 === 87 === 〝Urban Renewal Regulation〞has been announced by the president and carried out since November 11, 1998. To retrospect national implementation experience and the related projects, inspiration of the participation of urban redevelopment to private sector investment has become part of the most important policies of the Government. To make the work of urban redevelopment carry on smoothly, this study examines the influence of various current measures and induction made by the Government to the architectural investment enterprise. It analyzes private sector participation and the implementation mechanism of urban redevelopment and proposes implementation policies of private sector participation based on public predominant / private sector induction / public counsel / private sector lead from related document and theories. Through the implementation experience and analysis of particular cases in the other countries, the study becomes reference basis of the movement of private sector participation and urban redevelopment in national wise. In the end, questionnaire has been applied to further study the way and will for construction enterprise to participate urban redevelopment. The study strengthens Government''s target at altering polices, improving entire urban development, establishes construction environment at the balance of quantity and quality, and dramatically improves urban living environmental quality.
In summary, the major concrete achievements and conclusions of this study are listed below.
1. Propose necessary conditions of private sector participation in Urban Redevelopment Business inspired by the Public Departments
(1). Plan a mechanism with multiple functions and guiding redevelopment business.
(2). Release permission and management right to private of redevelopment enterprise.
(3). Provide beneficial induction to decrease the risk of private investment.
(4). Provide an open and diversified capital environment.
2. The principles of inspiriting architectural investment enterprise to participate Urban Redevelopment Investment
(1). Decrease investment capital and increase investment return
(2). Change measures of fund subsidy and beneficial induction
(3). Provide method to avoid investment risk and tax deduction
(4). Raise award of ratio of volume/area and free measures of fair right-exchange
(5). Provide renewing public land and cooperate land owners
(6). Provide particular permit of management and right of salable development
(7). Provide simplified execution procedures and monitoring effect
(8). Provide service of updating techniques and information communication
3. The influence of architectural investment enterprise inspired by Urban Redevelopment Business
(1). Traditional management style and business organization face changes
(2). Enterprise''s management style and investment policies must head diversified development.
