Such trends highlight the importance of global logistics and supply chain management. The international distribution center plays a critical role in the global supply chain. Establishment of the distribution center has bearing on the logistics costs and service level of a firm. Most importantly, the distribution center has become the gateway to the global markets. With great concern for nationwide economic growth and business needs, the ROC government proposes the APROC Plan to develop Taiwan into an Asia-Pacific Regional Operations Center. Despite much efforts has been made by the government, the enterprises still encounter many problems in developing global activities. This study analyzes the various issues business managers face in their day-to-day operations with exploration and simulation methods. The major findings of this study are summarized as follows: 1.Owing to the rapid economic growth in Asia-Pacific region, transnational corporations need to establish Asia-Pacific distribution centers to serve their customers in Asia-Pacific and worldwide. 2.Taiwan outpaces other regions in its geographical location and socioeconomic conditions. In recent years, some transnational corporations have set up or considered to establish their Asia-Pacific distribution centers in Taiwan. This study analyzes the various distribution centers with an import mode, the export mode and the transshipment mode. All these modes of distribution center have been in operation and shown good performance. 3.With regard to the issues business managers face, it is the government regulations that disadvantage the logistics operations most. The restrictive regulations can be divided into two parts. First, each step in global logistics operations needs to get customs permission. It highly increases the costs and uncertainty. Second, the customs clearance procedures are designed for import, export and transportation transshipment. They are not aimed at the purpose of global logistics distribution, which makes the firms have trouble in using the laws. 4.The simulation results show that the regulation restrictions have more significant influence on the firms’ location decision. The firms will establish the Asia-Pacific distribution centers in the regions with fewer restrictions and more freedom.
