Therefore, all the cities in Taiwan are faced with the problem of traffic jam. Taking metropolitan Tainan area as an example, with the construction of Tainan Scientific Park and High Speed Rail, a great change in the infrastructure of the traffic system will surely take place. And the impact upon highway is, as a result, going to become even worse. Under the circumstances, only with the development of public transportation─broaden the service and increase the convenience of the public transportation system─can the problem be effectively solved. As a result, the research is taking Taiwan Railway Administration (TRA) as the subject. By adding more stations and constructing high speed rail extension line, TRA can promote the service quality of railway transport, increase the rail demand, and reduce the travel cost and time of the users. In order to analyze the result and feasibility of the proposal, the research is based upon the factor of demand. First of all, the data of demand of each kind of transport required in metropolitan Tainan area are collected. The travel demand forecasts of each proposal discussed in the research are thus provided. And the benefits resulted from the proposal will then be estimated and the result discussed. What’s more, the feasibility of each proposal involved in the research shall be evaluated in terms of financial, economic and operational factors. The conclusions are as follow: 1. With regard to travel demand forecasts, in the year of 2020, Proposal A (2 extra stations constructed) will bring 18,872 railway users, Proposal B (8 stations constructed) 44,398 users, and Proposal C (8 stations and high speed rail extension line) 64,505 users. 2. In respect of financial benefits able to be gained by TRA, in 2020, Proposal A shall be NT$63,610,000; Proposal B, NT$143,830,000; Proposal C, NT$211,610,000. Financial incomes before and after the construction of additional stations can also be compared: Proposal A can bring an income of 1.89 times of the original system, Proposal B, 4.28 times; and Proposal C 6.29 times. 3. Considering the whole benefits, this research will discuss the benefits in the viewpoints of original users, diverted users, and induced user. The users are able to shorten the travel time and to reduce travel cost. 4. Finally, through the analysis of financial, economic and operational factors, the additional 2 stations constructed by TRA are regarded as the most practical proposal. It is suggested that TRA can choose principal areas to set up more stations, which thus can be a beginning for TRA to act as a main role in commute transportation in the near future.
