And from the managerial aspect to provide the possible correlation between mixed land use, parking demand, parking supply, parking violation, and police enforcement to develop an analytic model and to establish an integrated analytic managerial procedure. This study stands on the parking-demand theory to develop a public parking-demand model for estimating the demands on public parking space. This study adopts different building-uses-patterns to show different land-uses characters and to describe their relationships with the parking-demand. The collected data has been classified by parking-zone into basic-unit. By this way, the disadvantages of adopting the aggregate parking demand model can be avoided, in which the parking distribution the traffic zone is seldom accessed. Through model parameter estimation and verification, this model proves to have a good performance on its predictable capability. For parking violation analysis, the ratio between regional violation volumes and mimic parking violation spaces were regarded as the Parking Violation Index (PVI), which represents the degree of regional parking problem. The parking demand/supply ration and Violation Enforcement Index (VEI) are considered as crucial factors to affect parking violation. This study started from the surveys on how drivers recognized the law enforced. Then set up an index for issuing parking-ticket, and find out the quantitative relationships among parking-ticket index, demand/supply ratio and the PVI. Its purpose is to reach a functional goal, that is, how degree the variations between the parking demand/supply and the parking-ticket implementation brought impact on the local parking problems.. The significant outcome of this study has broken through the difficulty of parking demand/supply restrain with traditional predictable way, and has established an integrated strategic and evaluating procedure from the anticipative parking needs to the demand/supply and management. In addition, from the data analysis, the amendment and implementation on controlling and auditing of parking space to building is helpful to restrain the increase of public parking demand/supply; it also turns out to be understandable that drivers with various parking behaviors will differentiate the basic parking character.
