As a result, what follow the economic development is the land development and conversion problems. Through the land development and conversion, we can increase the value of land use. On the other hand, it also brings about the negative impact upon the need of the public facilities as well as the environment. In point the fairness or the world trend, it is undoubtfully that the land developer should feedback in the end of the private action. The government has long been responsible for providing the public facilities. Through taxation, the government solves the problems of financial sources for the construction of public facilities. Because the government has been short of the financial source recently, they begin questioning this traditional way of providing public facilities. There arise question as to how it is fair for the developers to prepare the reasonable costs for the public facilities. Under the hypothesis of the negotiation mechanism working, the study built a set of models to calculate the reasonable planning obligation. Considering future developmental trend and environmental features, employing analysis hierarchy process and multi-attribute utility theory, the relative significance of reviewing target can be understood through investigation of expert''s opinions. The calculation models could give the local government some information while consideration of residential district changing to business district.
