Adopted from Singapore, the frame structure and system of the "cell-groups" take root and develop, thus increasing the numbers of devotees. Through case study on "cell-groups" church by observation and interview, we will understand the impact of this frame structure on churches in Taiwan. The "cell-groups" church leads to two major changes of the frame structure: the adjustment of functions and the differentiation of departments. The third change is to bring the part-timers into the church to render a variety of services. Through training and evaluation in church, the hierarchy from the cell-group leader, zone leader, zone pastor to senior pastor is established, thereby reaching the goal of effective management. Furthermore, the "cell-groups" church puts interpersonal network in the management of church. Inside the church, through prayer chain, share group, and the regular meetings of the "cell groups", the members of the "cell-groups" establish close ties. Outside the church, the members of the "cell-groups" will bring lay people into the "cell groups" through "OIKOS" : interpersonal network. The "cell-groups", through case study of church, shows a considerable increase of numbers and effective management of the church. But can these two results make the same impact on the whole church community? Only through long-time observation of more churches can we fully understand the trend of the "cell-groups" church and draw a valid conclusion of the "cell-groups" which is either a movement or a transformation of structure and system in church.
