Crises expose persons and police officers to significant property losses or risk of death or serious injury. In order to assist police agencies in preparing for potential police crises, the focus of this study is to discuss police crisis incident problem solving. Constructing crisis management model in police Agencies, and identifying its effectiveness from case study, then, we can make proactive crisis management in police agencies.
In this article, we firstly review and have some commend on the crisis and crisis management literature at the second chapter. From the literature, we define crisis and crisis management, induct crises' character, type, and obtain some important consensus. We also discuss the consequences of crisis, including the effect, symptoms and their amelioration. Especially, we understand that thinking about the unpopular, recognizing dangers and opportunities, defining and controlling response, taking advantage of environment, containing damage, having successful resolution, returning to normalcy, and avoiding repetition must be included in effective crisis management. That is a continual process of management and learning mechanism.
At the third chapter, we firstly discuss the crisis of diagnosis, including the crises perception of decision-makers, the way to evaluate the organization's crises, and the function of intelligence in crisis management. Those activities will prepare well for organization's potential crises. However, Imowing the crises threat is not enough. Organization must continue to prepare for effective contingency plan. Well crises planning will avoid crises suffering as soon as possible. To organize the Crises Action Team, and use stimulation exercises for testing effectiveness of the contingency plan and CAT'S function can reach to the purpose of prevention. We also discuss the decision making under crisis-induced stress and groupthink symptoms, and provide the ways to improve the quality of decision making under crisis-induced stress situation. Finally, we talk about crisis communication and try to construct effective crisis management strategy for application of police agencies.
At the four chapter, we discuss the police crises definition and crises portfolio, and try to find out their pathology from crises-induced consequences. Constructing crisis management model for police agencies is the focus of this article. And using case study to examine the effectiveness of this model. Finally, We can successfully prevent all kind of police crises.
Crisis management is a new field in public administration. Although it is not well developed in this principle, but it indeed help in enterprise organizations and some public sector, especially in emergency-rescued department. Police agencies should widely study and practice in this theory.
