It is also widely accepted in Taiwan by most of traffic engineers and officials. However, a good RAIE should not only take the direct accident cost (the numbers of the frequency of accidents, people injured, and property damaged) of an accident into consideration. To reflect the severity of the safety issue of a location accurately, it should also consider the indirect cost (cost of law suing, time wasted, physical pain, inconvenience, etc.) of an accident This paper is to discuss how to estimate the cost of a traffic accident by using not only the direct cost but also the method of life value to estimate the indirect cost. The result of this paper shows that the RAIE value between fatal road accidents and accidents only caused impaired are mostly equal. Highways have a higher RAIE value than city streets.
