As regarding of police work, the main jobs are “Traffic” and “Public security”. To do the best of police basic area work and traffic law enforcement work, it will be effective that to prevent committing crime and to strike at committing crime, to give considerations to “Traffic” and “Public security”. But in the moment, the police work is set more focus on penal affairs than traffic affairs. The result is — more crimes take place, and the traffic violations are more serious, too. So we bring up a proposition: there are relations between traffic violations and crimes. We test and verify the proposition, hope to prove it is true, more and infer that the enforcement of traffic law is the best effective method that to prevent committing crime and to strike at committing crime. The data include the traffic violation records in Taipei City, Kaohsiung City and Taipei County in 1998, and crime records of National Police Administration in Taiwan. After statistic analysis (data process, crosstabs analysis, loglinear analysis) , we found: it has relations between traffic violations and crimes. The penal law violation rates of traffic violators in Taipei County is 4 times the all people in Taiwan. The social order keeping law violation rates of traffic violators in above three areas is 2.5 times the all people in Taiwan. Final, by analysis results, we found that the generality of deviance, and the traffic violators indeed have crime behaviors more possible. Besides, we get recommends below: “precise traffic enforcement” and “establish national traffic violation database” to concerned government administrator reference.
