Industrial development has always been the force that powered Taiwan’s economic development, hence the government untiringly seeks to provide industrial lands possessing good location and development conditions. This paper explored and analyzed the existing development status of domestic industrial zones (industrial zones in the urban plan, designated industrial zones, science industrial parks). Huge differences were noted in the development conditions and legalized land use provisions of these zones. Industrial zones in the urban plan underwent have complicated and chaotic development. Numerous violations were committed, hence these industrial zones now possess poor environmental quality and low usage rate. Due to inadequate planning, the location, area and public facilities of some designated industrial zones are wanting, hence they are unable to attract investors into their fold. This inadequately planned zones waste resources, as well as lost track of their initial purpose to provide fine production environment to businesses. Excellent land planning, regulatory laws, adequate management center facilities and excellent environmental conditions allow the Hsinchu science park to attract investors in droves. This is a very profitable venture.
This paper, therefore, conducts an analysis of the different lawful land usage provided to these various industrial zones, as well as consolidates and induces the population, internal & external environment, and industrial development data of these zones. The development intensities of these zones were analyzed too. The regression analysis method is used to establish a relationship model of the factors affecting the development intensity of industrial zones. The principal factors affecting the development and usage intensities of the industrial zones were identified for the purposes of future industrial zone evaluation. Data may also serve as references when predicting the future development intensity of industrial zones.
Findings:
A. The primary industry developed in the north is the electronic information industry, while that of the central is the machinery & equipment industry, that of the south is the metal production industry and that of the east is the non-metal industry. The development intensity, industrial land use density, and total population of the second-class industry of industrials lessens as one moves from north to south, west to east.
B. The average usage intensity of each industrial zone is as follows: the highest average (100%) is found in the Hsinchu Science Park, followed by designated industrial zones (86.58%). The lowest reported average came from the industrial zones in the urban plan (average of the northern, central, southern and eastern industrial zones is 46.32%). 66.13% of the industrial zones in Taiwan are in urban plans and their development intensities are below 50%. 18.95% of the land in these urban plan industrial zones are being illegally used.
C. At present, natural environmental protection and industrial development policy factors were noted only in the Taipei and Ilan (among the 20 counties/cities in Taiwan) counties. As of 1997, Taiwan amended its laws to reduce the land usage in the urban plan and designated industrial zones.
D. The regression analysis revealed the following findings:
(A) It is very apparent that the development indicators of the location of urban plan industrial zones are related to the development intensity of urban plan industrial zones. Three indicators were revealed by the 5% significance tests, indicators are arranged based on the strength of their influence: 1. Land price of location. 2. Driving time from the industrial zone to the nearest national highway. 3. Average number of factory workers per village/town. The land price in the site where industrial zone is located has the strongest influence on the development intensity of the zone. It has a cause-and-effect relationship with the usage development intensity of the urban plan industrial zones.
(B) It is very apparent that the development indicators of the location of the designated industrial zones are related to the development intensity of urban plan industrial zones. Four indicators were revealed by the 5% significance tests, indicators are arranged based on the strength of their influence: 1. Average factory area. 2. Total population of the second-class industry workers inside the designated industrial zones. 3. Average worker population of factories. 4. Area and size of the designated industrial zones. These four indicators have a significant effect on the development intensity of the designated industrial zones.
