碩士 === 中正理工學院 === 軍事工程研究所 === 87 === The purpose of Military Engineering is to effectively support the preparation of combat missions and ensure the national security. We learned from the influence of "Life-cycle Cost Analysis" that the initial planning stage costs very little but has the most influence on the follow up construction costs. If we can establish an integrated and effective reviewing and evaluation procedure in the upper level audit system, then, the quality of project planned by the armed forces will not only be promoted, the overall construction quality of the project will also benefit. Unfortunately, this integrated and effective evaluation procedure has not yet been developed. Therefore, it is an important issue how to establish a standard review and evaluation procedure during the phase of project planning. Total Quality Management is a managerial concept, which focuses on quality. Utilizing scientific figures and manpower resources, it provides methods to improve effectiveness and performance of each operation of every level in the Military Engineering. Therefore, the quality of service and product itself, as well as all operation procedure can be upgraded. Thus, the goal of satisfying customer''s present and future demands is achieved. The purpose of this research is to use the concept of "Total Quality Management" to establish an effective reviewing and evaluation procedure. It improves Military Engineering''s planning format, operation procedure for evaluation, evaluation item diagram, and format for check list. This evaluation applies to the four planning phases, which include: requirements, system analysis, investment outline planning, program planning and annual sub-program planning of important and special military works. With the introduction and conduction of "Total Quality Management", we will be able to strengthen the quality concept in the organization. We will also develop a thorough planning format, operation procedure and mechanism for effectiveness evaluation. We hope these can promote working effectiveness of all level of engineering agency in our armed forces, as well as the construction quality of military works. Thus, the utmost goal of effectively supporting combat preparation missions will be achieved.
