There are three parts in the ITEM. The first is a methodology that relates intelligence collection results to commanders'' information needs and decision-making. The purpose of the methodology is to provide a common value system for measuring all information requirements and capabilities of all electronic warfare systems. The second is a static model to examine a broad range of scenarios at low resolution. The third is a dynamic model to examine a single event at increased resolution. Finally, the use of simulation evaluated the contribution of electronic countermeasure to air combat outcomes. The ITEM could be of value to decision-makers who must consider costs and risks.
