There were more than 440 incidents of safety and health problems reported in the newspapers between 1994 to 1997 for the existing 300''s sites. These incidents included fires (producing smoke and harmful gases); water pollution by leaches; landfill flooding; gaseous explosion (causing structure safety problem), river pollution (affecting the water way), and sanitation, etc. Among major problems, landfill fires occurred more than 180 incidents with possible causes of landfill gas (methane) firing (60 % of reported cases), suspicious fire setting (28 %), garbage burning and others (12 %). There were 42 % of fire incidents occurred on the dates of the divinity celebration festivals. This study investigated many factors including meteorology conditions (temperature, rainfall and relative humidity), methane production, the characteristics of accidents (repeating times), human factors, saturation of dump site, and treatment methods. By using Delphi method, field visit, and the discriminant analysis on these incidetns, we can distinguish the possible factors and their relativity importance. Among the possible factors, the statistical analysis indicated the highest correlation is the relative humidity (0.467), followed by the treatment method, rainfall , repeating, man-made and particular dates. The discriminant function can be expressed as: Discriminant function = -0.0127 ( relative humidity ) -0.0294 ( treatment method ) -0.0258 ( rainfall ) +0.069 ( repeating)+0.0069(human factor)+ 0.0088 ( particular dates)+ 0.002 (temperature) - 0.0026 (methane production) + 0.078 (saturation degree)+1.2834(constant). With the above function, we achieved 78.6 % accuracy on predicting landfill fires. Furthermore, the experts determined the importance of possible factors were treatment method (24.6 % weighting), human factor, temperature, and rainfall in the Delphi method. In field investigation, we found landfill fires and leachates were the most serious problem.
