Summary:碩士 === 淡江大學 === 國際事務與戰略研究所 === 86 ===   In 1894, the Jaiwu War, concluded a so-called Shimoseki-treaty to the bitter end, has been broken out between Ch''ing-dynasty and Japan. Mandarin ceded one part of the territory, including Taiwan and Peng-hu, to Japan, and presented the foreign powers with surpass in economy. For that,chinese have lost their self-respecting.   China innovated her military, especially navy, from 1860, and the first modernized navy belongs to this old empire has been formally established in 1888. But in accordance with foreign settlement of accounts at that time, the North-ocean fleet is the 8th power, and the Combined fleet is the 16th guy in the world.   Why is the result of this battle so different? This thesis is mainly written from a point of strategic view, and is done auxiliarily by history-studying and lierature-analyzing method to do research on actor, situation, power and operation for answering the above-mentioned question. For the time being, there is a brief explanation to five chapters in this thesis as followed:   Chapter one points out the construction and the significance of naval strategy, and states the importance of national defense; The second chapter indicates the conventional concept to Ocean in China, and sketches the changing China afterthe invasion of western powers; Chapter three is the development and the reaction of China Navy, and is also the process of establishment to the modernized navy and the form of naval strategy; The fourth chapter goes into detail that reasons of the Jiawu War and progress of the sea battle; The last chapter estimates China Navy''s strategy through the national benefit target policy and so on.   Finally, This is my conclusion to the question which the fonning reasons of premier China Navy'' s-strategy have still influence on Taiwan Navy''s one or not.
