碩士 === 淡江大學 === 日本研究所 === 86 === 　　Since 1960s distance education, different from the conventional school system, has been held widespread around the world many diverse ways of instruction such as broadcasting, correspondence and face-to-face instruction, etc. Due to its economical and flexible characteristics, distance education has been playing an important and integrative role in most of the higher education system, adult continuing education system and lifelong integrated education system in last two decades. 　　Following the British Open University. the University of the Air(UA) in Japan, extablished in 1983, and the National Open University (NOU) in Taiwan, Stablished in 1986, are now applying the same instruction methods and satisfy the educational needs of all their citizens including disadvantaged people and the elderly. 　　In this thesis, by comparing their histories, staff, relative organizations, curricula, teaching materials, instruction and students'achievement of the above mentioned schools, it is likely to figure out their own unique characteristics and merits, which could be very helpful to the improvement of each other. 　　From 1998, because of thestart of satellite broadcasting in UA and non-entrance exam admission in NOU, both of them now have to face the same hung challenge of enormous students but being lack of educational resources. At the end, in consideration of the above problems and order to keep the instructional quality as an university, this thesis submits the following conclusions that these two universities shall seriously consider students'needs, improve current curricula and distribute educational resources rationally.
