However, in the course of "unification", their policy toward the object has never been converging. The People''s Republic of China still insists on "one country, two systems" policy even after the announcement of releasing of martial law by ROC government that the Chinese Communist Party is no longer a rebellion. Therefore, the government of the Republic of China has to adopt the policy of "pragmatic diplocy" to seek for international support, to extend frontline and to have a chip for negotiation eventually. The enforcement of pragmatic diplomacy by ROC government will result in: I. The expanding of ROC status in international society. II. The motivation of economic development indirectly. III. The enhancement of morale of people in Taiwan. IV. No confliction with negotiation principle between the governments of PROC and ROC. However, it is confined by: (1) The strong interference of the People''s Republic of China, the main reason of frustration. (2) The scrupulous attitude of international society. (3) No consensus on pragmatic diplomacy by various domestic circles. (4) Insufficient coordination bteween the policy and the excutive sides. Therefore, it is highly important crucial to have a balance of pragmatic diplomacy and mainland China policy. Facing the blockade of the Communist China, it is hard for the Republic of China to eliminate "pragmatic diplomacy" at all. We have to "make effort unnoticed" to win support and interest substantially. Meanwhile, feasibility and progressive are also to be considered to accumulate small gains into a victory. Success is to be achieved through medium and long term struggle from point, line and space gradually. An uproar publicity may have the international temporary effect perhaps. On the contrarly, if no integrated measures is to be followed, the confliction of unification and separation will be ungraded and the Chinese Communist counteraction will be strengthened. The situation will be from bad to worse especially during the present amiable relationship between the United States and the People''s Republic of China. Hence, pragmatic diplomacy can be successful only by solidification of old tied nations, making new alliance, strengthening of substantial relationship with influential countries, active participation into international trade and economic organizations, enhancing communication with Communist China to win mutual trust so to remove their suspicion.
