The private-sector undertakes a finance project for government information services through the concession of selling services and further opportunities. This kind of service type is called "The BOT/BOO approach for the government information services." The purpose of this research is to study the feasibility and model of "The BOT/BOO approach for the government information services," then to propose the framework in considering of the circumstance in Taiwan. The method of opinion induction and abstraction of the influence factors of the model through interviewing with experts is used in this research. The revised framework involves "The option strategy" and "The operation model". The break down for practice of government information services with private-sector providers is expressed in the option strategy. Which are 1.BOT/BOO approach, 2.cosourcing, 3.bundled within the lump-sum contract of profitable project, and 4.complete/total outsourcing four ways. The operation model depicted in this paper is constructed with three participators and six influent dimensions. The three participators are 1.the government, 2.the concession company, and 3.the information management consultant. The influent dimensions include:1.the suitable conditions, 2.the rights and obligations of the participators, 3.the arguable events, 4.the expected benefits, 5.the risks of process, and 6.the regulations. The contribution of this study including: 1.the comprehensive study of the BOT/BOO approach for government information services, 2.the proposal for the option strategy and the operation model, 3.the checking of potential regulations to be revised, and 4.the supporting of the successive research.
