The recent trend of educational reform in Taiwan has legislated in-service education both obligation and privilege for teachers. Past research on tracher education has criticized the effectiveness of in-service education and called for comprehensive planning of teachers''in-service education. Needs assessment is an improtant stage of curriculum design. It is necessary to identity teachers'' in-service education needs in order to have well-planned training program. The purpose of this study was to conduct a needs assessment of in- service education for secondary teachers. The research method included focus group interview and large scale survey. The members included teachers, administrators, supervisors, instruction mentors, and teacher educators. It was hoped that through these comprehensive research, the real in-service education needs of secondary school teachers would be identified and training system could be suggested. The major findings of this study was: First of all, the study indicated the priority of needs assessment for sceondary school teacher and others who have the program contents needs in-service education. It also analyzed the sorting result which focused on these program students guidance layer. Second, the study also compared the different comments between these groups in educational members. Third, the suggedted planning strategies of program in in-service teacher education in secondary school school and future research.
