碩士 === 東吳大學 === 政治學系研究所 === 86 === As the cold war ended，with the influence of development of technology and interdependence of economy ，the traditional state-centric viewpoint has been challenged and replaced by the new world that many kinds of international society members exits simultaneously；thersfore ，non-state members are becoming more important，and the cities which together with government and non-government functions are becoming evident。 At the same time，the change of international evironment，the transforms of foreign policy and revive of global conscienceness make the foreign policy localed and the local government is started dealing with foreign affairs，so the foreign relation of sub-government provides the theory foundation of municipal foreign policy。Ln Taiwan ，the offical foreign policy is encountering bottlenuk；therefore，we must find another way to overcome and municipal foreign policy provides the opportunity 。Besides ，Mayor Chen Shui-pien is active in promating municipal foreign policy 。OWing to the above reasons ， we want to find the situation of municipal foreign policy in Taipei。 Ln this thesis，the writer will first find out the motive of Taipei government to develop the municipal foreign policy by various factors that causes sub-national foreign policy；Secondly，the advantages and disadvantages of development muncipal foreign policy will be observed through the red experiences and attitudes of the Central government，Taipei City Council and Mainland China。
