After the ''90, with the stimulation of the end of Cold-War, and another wave of democracies all over the world, ...et, he began to exam the situation Democracy is facing and the future it will become. So Touraine wrote two important works-- Critique of Modernity, and What Is Democracy ?-- especially the latter one, to express his ideas about democracy, which is not only a matter of institutions or procedures, but also matters of cultural and social issues ( the meaning of "Democratic Culture").
