outside themetropolitan edge, there are large amounts of non-
urban land that can be developed under sensitive circumstance,
non-urban land will no public facilitiesplanned or provided and
lacks controls on development. The development casesaccumulated
over the years in some over development areas will surpass the
capacityof local public facilities. Thereby lowering their
quality of service. The purposeof the study is to investigate
problems related to the diffculties involved insimultaneously
development non-urban residential areas and exterior public
facilities. According to the study, exterior public
facilities as defined as: 1.public facilities outside
development sites. 2.public facilities areas communities that
are too small to be self-sufficient. 3.public facilities that
can not be completed by the market. As to this 3 conditions
above, to the residential developed areas, it's alwayscost run
off after this 3 conditions finished that it is explained from
the Economicpoint of views. In order to solve the problems
that external cost of residential community. I hope to bulid a
system first, by the increase volum buliding and the numberof
developed house and developed land acres, and then process the
conditional development permits; and match the local development
capacity; and let the servicequality of exterior public
facilities be informationalized. Finally, during the
developnet process, the attendace of local people is thebest
quarantine to avoid wrong thing and good tool for community
built-in the local.
