These information systems, due to the complexity of project situation, should be modified before applied into every project. In these systems, many cost control methodologies were operated based on scheduling schema. But these cost estimating and payments, presuming there are pure logic relationship between activities, are challenged by their inability to react promptly to the incident problem of changing the sequence of work now. This research utilizes the benefits of object-oriented paradigm to develop an Object-Oriented Evaluation and Review Technique(OERT). Through WBS(Work Break-down Structure), this OERT will develop every activity of project to a complete object instance by Encapsulation", and gives it a convenient way to express their relationship discarded the concept of network by Inheritance and Aggregation". In advance, this research develops a Object-Oriented Cost Estimating and Payments Thrust System(OOCEPTS) by Embedded SQL and language Ansi C. The developed OOCEPTS will automatically update the cash-flow, financial report, estimating subjection etc. between project activities by the matrix to CBS(Cost Breakdown Structure). Combined to engineering cost index database, no matter which data model it was, OOCEPTS should be queried and updated easily by SQL on company Over-loading OOCEPTS should be improved and extended easily. Thus even for the projects without financial specialist, a meaningful and workable cost estimating and payments can be easily constructed and kept. The scope of this research is limited to building construction. A prototype system of the projcet model was implemented on a personal computer using a windows-based, object-oriented programming environment, Ansi C,CGI and UniSQL API interface.
