organizations on July 1, 1998. The purposes of this study were
thus to investigate the how well the nursing directors
understand the law, and to examine their attitudes toward major
response strategies. The study was designed in cross-se|&;Rnal
way and data were collected by in-depth interviews and self-
administered questionnaire survey. Five hospital nursing
directors were interviewed on the subject matters. A
questionnaire was mailed to 156 hospita
ls that passed the accreditation of the Department of Health
from 1995 to 1997. The survey was done from March 7 to April
30, 1998. Totally there was 98 valid responses, yielding a
response rate of 62.8%.
Study results showed that the majority of the hospitals and
nursing departments had formulated strategic responses. The
most frequently of adopted strategies were "discussing job
procedures and "enhancing the cost-awareness". Most of the
nursing directors knew the Labor Standards Law quite clearly.
They considered the following aspects have greater impact:
"increasing personnel costs", "increasing the difficulties of
adjusting crew member''s job", "increasing the cost to improve
working conditions ". According
to the results of multivariate regression analysis, the scores
of knowledge toward the Law of the nursing directors were
positively associated with the age of the nursing directors and
the number of full-time nurses in the department. The nursing
directors that appointed someone to collect and analysis the
Law scored highest of impact attitudes.
According to investigated results, this study suggests that the
hospital managers should evaluate carefully how to generate
more sources of income and to cut down expenses. As for the
competent authorities, they should amend the Law as soon as
possible to fit better for the health care industry. Finally,
the study suggested that future researchers could study the
relationships between adoption of the Law and the performance
or quality of care of the hospitals.
