碩士 === 國立臺灣大學 === 建築與城鄉研究所 === 86 === Urban design review system has already been put into effect over ten years in Taiwan and the quality of urban spaces has been improved gradually.Urban design review system has also showed its effects on buildingthe characteristics of our environments. Politics, urban environments, social conditions, members of urban design review committee and focus points of urban design review are variations on this practicinging process. What are the important causes of influence? How does this mechanism vary? This study focuses on the experience of Taipei City.I would analyze the variations of urban design review,when there is something varying in urban environments and social conditions.I would also pro be into the variations in process and contents of urban design review of Taipei City.This thesis is a study on the experience. I would like to probe into the following three key issues:(1) First, I review some discussions and writings by some experts andscholars about urban design and urban design review. The definitions of urban design are classified into seven aspects- "planning desig n","physical environment", "public policy", "function", "human care","tool"and "the concept to the environment". I sort the inner characteristics of urban and urban designreview to "purpose","contents" and "character".All works above would be used as the foundation of examining the true features on the develop- ment of urban design in Taipei City. (2) With connectingto variations and the evolution of urban environments and changes of social conditions in Taipei City ,I would analyze the evolution of urban design review and point out the mutually influencesbetween urban design review system and urban development conditions. Then, I would check the development, practicing contents and the process of urban design review system of Taipei City from basing on the different period of conditions, which have different backgrounds, problems and demands. (3)I collect all the records of urban design review committee of Taipei City, and separate all suggestions ofmembers into four parts-"architecture", "site", surrounding environment" and "social/mechanism".I analyze all the suggestions a nd thoseof appearance frequency from different members, social conditions and periods. And then find out the important causes of influence. From analyzing these matters, I would like to find the direction, variations and influences on the urban design review system. Finally, I would make a comparison to urban design between the viewpoints of academic characteristics and those of practical experiences of Taipei City. According to my own study, I alsotry to propose some suggestions, which are about "previ- ously work"", "process", "the composing of committee", "laws and other regu- lations" and "others", in solving the problems that are facing Taipei City today.
