Summary:碩士 === 國立臺灣大學 === 建築與城鄉研究所 === 86 === ABSTRACT This thesis focuses on the non-urban land development system in Taiwan and analyzes two real cases. In order to clarify the facts,thefollowing discussion will base on official regulations, court judgments,and investigative reports.The thesis will explain the reasons why there is always land speculation due to land development. The non-urban land developments are regulated by two systems. In the Ministry of Interior, the land uses are controlled by two departments.One is Land Administration and the other Construction and Planning Administration. But the policies and laws regarding land development are different in the two departments. In order to avoid the land speculation, the researcher thinks that certain things should be changed:such as reducing the land development intensity, calling in regularly, and increasing the accessibility to public information. Besides, the government agencies that regulate the land developments should be overhauled. For social justice, it is important to encourage the non-government organizations to participate the decision making in land development.
