The purpose of this research is to find out the effects on culture changes ofter the company implement the ISO 9000,and to verify those effects that are beneficial for the implementation of TQM. The T-test, ANOVA, multivariable statistical analysis and LISREL Model were used to exam the relationship among ISO 9000, organization culture and total quality management. The main conclusions of this research were summarized in below: 1.The five constructs for setting up the critical factors of ISO 9000 are top management and co-ordination of division, computerization and documentation, the basis of quality management, employee involvement and internal audit. 2.The three constructs for setting up the critical factors of organization culture are:practice, organization value and organization identification. 3.The three constructs for setting up the critical factors of TQM are: leadership and business results, encoruagement and improvement and product and service process. 4.The influence of ISO 9000 on organization culture is significant and positive. (1)The influence of top management involvement and co-ordination of division on practice and organization value is significant and positive. (2)The influence of computerization and documentation on practice and organization value is significant and positive. (3)The influence of the basis of quality management on practice and organization value is significant and positive. (4)The influence of employee involvement on practice, organization values and organization identification is significant and positive. 5.The influence of organization culture on TQM is significant and positive. (1)The influence of practice on leadership and business results and encouragement and improvement is significant and positive. (2)The influence of organization value on leadership and business results is significant positive. (3)The influence of organization identification on encouragement and improvement is significant and positive. 6.The influence of ISO 9000 on TQM is significant and positive. (1)The influence of top management involvement and co-ordination of division on leadership and business results is significant positive.
